Senator Nelson Applauds the Passage of Senate Bill 11 Addressing Foster Care Crisis

AUSTIN – The Texas Senate today approved SB 11, an omnibus Child Protective Service (CPS) reform bill joint authored by Senator Jane Nelson, R- Flower Mound.

"This agency has been in a constant state of crisis despite funding increase after funding increase. We must protect these children, and make sure that this agency is reformed the right way - which is the goal of SB 11," said Senator Nelson.

SB 11 addresses the statewide foster care capacity crisis by improving accountability throughout the CPS system, ensuring all children have timely access to appropriate and necessary support. The bill improves child safety, permanency and well-being, and enhances foster care redesign - which has produced positive outcomes for children and families. SB 11 strengthens and streamlines standards of abuse and neglect investigations regardless of setting, strategically focuses prevention and early intervention resources to the highest needs areas of the state, and encourages more efficient use of data to prevent recurrence.

As chair of the Senate Finance Committee, Senator Nelson has added $260 million in SB 1, the Senate's base budget, for the agency to shorten response times, improve caseworker retention and add staff.

Senator Jane Nelson represents District 12, including portions of Tarrant and Denton Counties. She is Chairman of the Senate Finance Committee and the highest-ranking Republican in the Texas Senate.
