The committee is responsible for examining the state's open government process to determine if the exchange of public records could be improved and in what ways. Senator Jeff Wentworth of San Antonio, the committee's chair, along with Senators Ken Armbrister of Victoria, John Whitmire of Houston, Eliot Shapleigh of El Paso, and John Carona of Dallas voted on committee rules and discussed the committee's charges.

The members heard both invited and public testimony on pieces of legislation passed last session. The first pertained to the release and use of certain personal information from motor vehicle records. They also discussed possible revisions to the open records law. Chief Justice Tom Phillips of the Supreme Court of Texas and Attorney General Dan Morales provided testimony regarding the Judicial Branch Exclusion from the Public Information Act.
