Pursuant to a notice posted in accordance with Senate Rules, a public hearing of the Special Commission on 21st Century Colleges and Universities was held on Thursday, October 26, 2000.

Chairman Jim Adams called the meeting to order at 10:05 a.m. There being a quorum present, the following business was transacted.

Chairman Adams advised that the first order of business was to approve the minutes of the September 18, 2000 meeting. Elaine Mendoza moved to approve the minutes.

Without objection, the minutes were approved.

Chairman Adams laid out the goals for the meeting and stated that the discussion should be geared to provide Commission staff with appropriate direction to prepare a draft report for the next meeting, which is scheduled to be held in Austin, Texas on November 13, 2000. He advised the audience to keep in mind that nothing in the day's discussion should be considered a final decision of the Commission.

Chairman Adams and John Opperman went on to discuss the intent that the report should present a limited agenda with a clear focus. The discussion that followed centered around a proposed marquee issue involving a redesign of higher education funding and reduction of bureaucratic controls, and other proposed short-term and long-term recommendations that address access and participation, excellence, technology, and economic development issues.

There was no public testimony.

There being no further business, at 3:32 p.m., Chairman Adams moved that the Commission stand adjourned. Without objection, it was so ordered.
