SENATOR FRASER OPENS WIND FARM; DISCUSSES WIND ENERGY
-- Senator Troy Fraser (R-Horseshoe Bay) delivered the keynote address at the dedication of FPL Energy's Callahan Wind Energy Farm outside Abilene on Friday. Senator Fraser also discussed his recently passed Senate Bill 20, which moves Texas to the forefront in the nation for renewable energy standards.
"Today we are witnessing the fastest-growing energy resource in the world," Fraser said. "It is important for Texas, as energy costs continue to rise, to identify new ways to become more energy independent -- wind energy gives us that ability."
Senate Bill 20 expands the state's Renewable Portfolio Standard (RPS) by requiring the state to install a specific amount of generating capacity by 2015 from renewable energy technologies such as wind and solar energy. The bill also addresses the problem of getting the power from where it is produced to where it will be used.
"This increase to the RPS gives Texas the second-highest renewable energy standard in the nation," Fraser said. "This is a good public policy decision for the state as we continue to find ways to ease our dependence on fossil fuels and foreign oil and make our economy more stable."
Renewable energy is not only a win for the state but for local economies as well. Renewable energy investments are spent locally on materials and workmanship to build and maintain the facilities, rather than importing foreign oil. This translates to energy dollars staying home to create jobs and to fuel local economies, rather than going overseas.
"This wind farm will not only produce clean power for the region, but it also represents a $134 million investment in West Texas, which means a direct impact of millions of dollars in the local economy," Fraser said. "FPL Energy is investing dollars in West Texas facilities which will increase the local tax roll, meaning more tax dollars for our local governments and additional funding for our school districts."
Senate Bill 20 comes from recommendations compiled by the Texas Energy Planning Council which is chaired by Railroad Commissioner Victor Carrillo. The Council was created by Governor Rick Perry in 2003 to develop a plan that will fuel Texas' future economic growth and prosperity. The council is made up of 22 members who represent diversified interests in the Texas energy sector.
