SENATE PASSES BILL IMPROVING OUTCOMES AT NICUs

AUSTIN — The Texas Senate today passed HB 15, sponsored by Texas State Senator Jane Nelson, R-Flower Mound, with a unanimous vote. The bill ensures that Neonatal Intensive Care Units (NICUs)across the state are held to uniform standard, and would improve outcomes for both pregnant women and newborns while achieving cost savings for the state.

"We must ensure the highest standards of care for newborn children who enter this world in a fragile condition," said Senator Nelson. "This bill will improve standards of care and ensure the best possible outcomes for infants and their mothers."

Over the past decade, Texas has seen significant increases in the utilization of NICUs, and a corresponding increase in Medicaid costs. In the 82nd Texas Legislative Session, HB 2636 established a NICU Council, and HB 15 implements some of the Council's recommendations. The bill, which was originally authored by Texas State Representative Lois Kolkhorst, R-Brenham, now returns to the House of Representatives where changes between the House and Senate versions will be discussed and agreed upon before being sent to the Governor for his signature.
