AUSTIN - Building upon previous efforts, State Senator Jane Nelson, R-Flower Mound, yesterday filed legislation that will adjust the school funding system to assist school districts struggling to pay for new facilities needed to accommodate massive enrollment growth.

"It seems like every where you go in our community you see a new school under construction to serve our growing population. These new schools cost money, and it is only fair that the Legislature to pick up part of the bill. Local taxpayers are being overextended, and it is unfair to ask hard-working families to come up with the additional dollars," Senator Nelson said.

Senate Bill 1460 permanently raises the tax rate cap on debt service from 12 cents per $100 valuation to 29 cents per $100 valuation. It also gives school districts that were passed over for facilities assistance grants in the previous biennium priority over new facilities requests, regardless of wealth.

Senate Bill 1461 makes school districts eligible for a facilities allotment for new campuses in the amount of $500 per student in each of the first two years after that campus opens. That is an increase over the $250-per-student allotment currently available under legislation Senator Nelson successfully pushed in the previous legislative session.

Senator Nelson represents Senate District 12, which includes Dallas, Denton, Ellis and Tarrant counties.
