The Committee shall:
- Monitor implementation of SB 1839, SB 415, HB 154, and SB 1 provisions regarding nursing homes (77th Legislature), including activities related to quality of care, nursing home regulation, nursing home rate methodologies, liability insurance, and any other relevant issues and legislation; and
- Make recommendations to the 78th Legislature on any changes needed to improve the quality of nursing home care, assure effective use of public funds for resident care, and improve the affordability of nursing home liability insurance.
The final report of the committee should be approved by a majority of the members of the committee and include any recommended statutory or regulatory changes. The committee is encouraged to complete its work as soon as possible, but a final report should be submitted to the Lt. Governor and Speaker of the House of Representatives no later than November 15, 2002.

Budget and Staff
The committee should utilize existing House and Senate staff to perform its duties. Where appropriate, the committee should request the assistance of legislative agencies as well as executive agencies with responsibilities related to the committee's charge.
Travel expenses of public members shall be paid pursuant to the State Appropriations Act. Travel expenses of legislative members and other incidental costs shall be paid from the operating budgets of those members. If extraordinary expenses are anticipated, the chair and vice chair shall prepare a budget and present a request for funding to the chair and vice chair of the Texas Legislative Council.
The committee should follow the provisions of HCR 192, 77th Legislature, relating to procedural matters, including the public posting of meetings. The interim study will terminate on January 14, 2003.
