Senator Ellis Comments on the Comptroller's Revenue Estimate
"Last session the Legislature made a conscious decision to invest in Teacher Health Insurance, the Children's Health Insurance Program, Texas GRANTS, and Prison Guard pay-raises.
"The downward revision of the Comptroller's estimate is further proof that the state of the economy has been more sluggish than anyone could have projected.
"As chairman of the Senate Finance Committee I take great pride that the 2002-03 budget was passed by an overwhelming bipartisan majority in both houses of the 77th Legislature. I am also proud to say that this bipartisan budget went on to be certified by the Comptroller and signed by the Governor.
"Regardless of the hard work we did last session we continue to have some serious problems in this state that deep cuts will only exacerbate. As it stands now, Texas ranks 50th in overall per capita state spending, 37th in education spending and 46th in public welfare and medicaid spending.
"I look forward to working with my colleagues in the Legislature to devise creative solutions to the challenges that await us in Austin this year. I also look forward to working with the new leadership and reviewing their proposed solutions to Texas's fiscal problems."
